Research for Improvement of Local Communities


In order for cities to develop communities rich in local characteristics , it is essential to secure a decentralization of power and financial sources . Concerning problems common to all cities including waste disposal , JACM conducts comprehensive studies and presents a conclusion , obtained from a consensus of all mayors , to be used as guidelines for urban policy in the future .

The National Conference on Urban Problems held every autumn discusses for two days a range of issues including responses to population aging , the onset of informationized and internationalized society and environmental concerns . The conference has 2000 participants including mayors , members of city councils , officials of city government and researchers , providing people involved in city administration an important opportunity to exchange information .

In the area of legal matters , JACM consults with its legal advisors regarding the interpretation and practice of laws and regulations and how to deal with lawsuits . JACM also conducts workshops for attorneys and administrators responsible for proceedings regarding cities .
