Building a consensus on problems common to
cities and working on the national level
Submitting Requests to the Diet and the National Government
In regards to problems common to all cities or those problems difficult to be resolved by a single city, JACM plays a coordinating role between cities, and calls on the Diet, the national government and other relevant organizations to accept the integrated opinion as a resolution to the issues .
First , opinions are integrated at an association of city mayors in each prefecture (including Tokyo Metropolis) and at branches of JACM in each bloc . Such opinions are submitted to JACM . Then , they are adopted as a resolution or as an official request to the national government at a general assembly of mayors held in June every year .
In every autumn , resolutions or requests are prepared by JACM regarding policies and budgets of the national government for the next year.
JACM has 7 special committees and 18 consultative committees . They study assigned issues , propose new policies for resolving problems and submit requests to the Diet and the national government .
